CMS moves IP Attestation Deadline to March 14, 2019

In 2011, CMS established the Medicare and Medicaid ‘EHR Incentive Programs’ (now known as the ‘Promoting Interoperability (PI) Programs) to encourage eligible clinicians, eligible hospitals, and CAHs to adopt, implement, upgrade (AIU), and demonstrate meaningful use of Certified Electronic Health Record Technology (CEHRT) to advance the patient’s access to health information and reducing the time and cost required.

What was the change?
CMS extended the time frame till March 14, 2019 for all

  • Medicare Eligible Hospitals & Critical Access Hospitals (CAHs) and
  • Medicaid Eligible Professionals (EPs) and Eligible Hospitals

to submit their 2018 attestation data for the Promoting Interoperability Programs for CY 2018 reporting instead of December 31, 2018.

Medicare Eligible Hospitals and CAHs must attest through the QualityNet Secure Portal

According to the change, the following important dates to be remembered:

  • 2018 Promoting Interoperability Programs Reporting Year period – Jan 01 through Dec 31, 2018
  • QualityNet system opens for eligible hospitals and CAHs attesting to CMS from Jan02, 2019
  • Attestation period begins for CY 2018 Promoting Interoperability Programs on Jan02, 2019
  • Attestation period ends for Promoting Interoperability Programs for CY 2018 reporting on Mar14, 2019

Registration User Guide for Medicare EPs:

Effective from Jan 2019, all Medicare Eligible Hospitals, Dual-Eligible Hospitals, and Critical Access Hospitals (CAHs) are required to use 2015 edition CEHRT and meet the new requirements outlined in the 2019 IPPS final rule.

All Medicaid-only eligible hospitals and eligible professionals (EPs) must attest directly to their state. Please note that some States have not yet opened their Medicaid PI Programs (formerly known as the EHR Incentive Programs), EPs will not be able to register for a Medicaid PI Program until their state’s program has launched and that state’s site has opened.

Eligible Hospitals register for “Both Medicare & Medicaid” may pre-register for the Medicaid PI Program before your state launches, but you will be placed in a “Pending State Validation” status for eligibility in the Medicaid PI Program. You will not be able to complete the Medicaid program eligibility requirements or receive a Medicaid incentive payment until your state’s program is launched. However, you may continue with registration and attestation process for the Medicare program.
